The Different Efforts Taken by Probation Department and Alliance


       According to the article of Lynne Haney, the difference between the Probation


Department and Alliance on the aspect of taking efforts on the issue of female and welfare are exploited and analyzed. The juvenile system is separated into two branches: the Probation Department, which promotes private patriarchy and the Alliance, which upholds public patriarchy.


First, the Probation Department limits the role of a female by promoting the style of the family which means government encourage the nuclear family, and the role of female in the family could not replace by a male and the role of the male in supporting the family could not change. In the environment of advocating equality, the female is endowed more opportunities to obtain jobs, while the low wages, inferior working condition, and numerous unskilled jobs are provided to female. The arm of the government still keeps female outside even though they make efforts to protect female on words. The Alliance makes efforts to absorb funds from AFDC and commit welfare to female that do not in need. According to the author, the employments of the Alliance usually advise female in the method of threat. “Hence, Alliance’s more permissive approach rested on the existence of the coercive arm; its discipline relied on the punishment of CYA.” (Haney 1996 763)


Second, the differences between the Probation Department and Alliance could influence the situation and the future of the clients and stimulate the system of the welfare state. The differences between the two branches directly influence the road of the life of female especially for the issue of pregnancy. It seems that female could receive different welfare in these two branches while it will influence their further life. The reason is that women in Alliance are limited by the regulation to meet and contact with their families. However, females in the Probation Department are encouraged to talk with their close relatives. This difference also matters to the welfare state that provides what could not need for the clients. It will lead to the unbalance of the structure of the welfare.
